Zhong Lun Law Firm has continued to strengthen its position following the entry of litigation partner Tony Chow in February, with the appointment of late partners Li Qianfei, Zhao Yang and Zhu Zheng, as well as district partner Zhao Qin. The four join the firm’s Nanjing, Hong Kong, Xi’an and Shanghai offices, respectively, to strengthen its capabilities in dispute resolution, investment, finance and financial markets.

Scott Guan, a member of the firm’s executive committee and a partner in its Shanghai office, said China Business Law Journal: “We are delighted to welcome several lawyers to Zhong Lun in recent months. Their arrival will help us provide high-quality, internationally-focused services to support our clients’ global growth.

Li brings a dual background in military legal service and private practice, having served in the military for nearly 20 years. Between October 2012 and March 2019, he served as a military lawyer.

In 2019, he joined the Nanjing office of Dacheng Law Offices, where he was promoted to senior partner. His practice focuses on corporate crime defense, corporate crime risk prevention, defense in employment-related criminal cases, tax planning and tax-related disputes. He has represented clients in a number of high-profile criminal cases with significant public impact, including the Nanjing Medical University murder case and the Jiangsu Xiangshui “3.21” explosion case.

With qualifications in England and Wales and Hong Kong, Zhao Yang focuses on cross-border debt financing and restructuring. Before joining Zhong Lun, he was a consultant at Dechert, Beijing and Hong Kong. Earlier in his career, he practiced in the London office of White & Case and the Hong Kong office of Kirkland & Ellis, and was seconded to HSBC’s London office during his time at White & Case.

Zhao Yang advises private equity, credit funds and corporate clients on matters including cross-border acquisitions, fund-of-funds, structured finance, direct loans, restructuring and special-order financing. He has represented Blackstone Capital in numerous leveraged finance transactions, including the acquisition of Shya Hsin Packaging and Global Sources.

Before joining Zhong Lun, Zhu was a senior partner in the Xi’an office of AllBright Law Offices. His practice focuses on securities and capital markets, mergers and acquisitions, corporate compliance, cross-border investments and international negotiations.

Zhu’s clients include government officials, international corporations and Chinese state-owned enterprises. He has advised many well-known international people on their investments in China, including Siemens, Samsung, Bosch, Coca-Cola and Ford. Externally, he has worked on overseas investment projects spanning multiple locations, including the US, Australia, the Czech Republic, Kazakhstan, Nigeria, Malaysia and Vietnam.

Zhao Qin joins Huaxia Huihong Law Firm in Shanghai, where he was previously a senior partner. He specializes in dispute resolution, dealing with commercial crime, litigation, journalism and intellectual property. He has extensive experience in criminal defense and corporate risk prevention, particularly in cases involving commercial, economic, financial and employment related crimes.

Regional partner is the title introduced by Zhong Lun in February 2025. According to the firm’s statement, the new name is intended to respond to the strong market environment and provide a development platform for lawyers who show strong skills and high potential for growth.
